The Ottawa Hospital Announces 2011/2012 Operating Plan

April 15, 2011 – The Ottawa Hospital (TOH) today announced its plan to maintain existing service levels and balance its tenth consecutive budget for the 2011/2012 fiscal year.

The 2011/2012 Budget supports the TOH Operating Plan to:

  • Meet the full scope of the accountability agreement with the Local Health Integration Network (LHIN) and preserve service levels aiming for occupancy rates of 98.5%.
  • Maintain its focus on quality of care and patient safety initiatives
  • Continue its focus on efficiencies at all levels of the hospital, particularly in administrative overhead.
  • Work with the LHIN, hospital partners, community health providers, the CCAC and families to ensure that patients are seen in the most appropriate setting.
  • Implement the Interprofessional Model of Patient Care, which ensures patients receive the best possible care with maximum efficiency by enabling all health professionals to work to the full scope of their training and expertise.

The Operating Plan includes a realignment and redeployment of non-union/management, Ontario Nurses Association (ONA), Canadian Union of Public Employee (CUPE) and Ontario Public Service Employees Union (OPSEU) positions.

The realignment includes the elimination of 7 non-union/management positions. 24 union employees will be affected by the realignment. For the vast majority, this means redeployment of union employees to new areas at TOH. Our goal is to minimize involuntary departures and we are confident that we will succeed.

For example, there are 251 current ONA vacancies at TOH, while only 8 Registered Nurses (RNs) are affected by the realignment. These 8 RNs will be accommodated through redeployment.

Over the last 5 years, TOH has added 502 RNs to its ranks, an increase of almost 15%.
