New Campus Development gets green light from Ontario government

In March 2022, the Government of Ontario announced the approval of The Ottawa Hospital’s (TOH) New Campus Development project, with a commitment to fund more than $2 billion in construction costs.  The project is now into the implementation stage and when it opens in 2028, TOH’s New Campus will be the largest and most modern teaching and research hospital in Canada.

“This investment will ensure The Ottawa Hospital is able to deliver the type of world class care that this growing region requires and will help build a more resilient health-care system,” said Premier Doug Ford.

The new hospital will provide highly specialized emergency and trauma services and will treat the most complex adult injuries and illnesses for patients from Eastern Ontario, Western Quebec and Nunavut. It will be a center for innovation, discovery, and learning, where great medical minds will tackle the biggest questions in health care and work together to solve them.

“Investing in our health care system through new infrastructure like this state-of-the-art hospital in Ottawa will provide residents with a modern and safe environment to get the care they need and deserve,” said Kinga Surma, Minister of Infrastructure.

This spring, TOH will go to tender for construction of a parking structure to support the hospital’s patients, visitors and staff. Construction on the parking structure will begin in summer 2022 and it will be completed before work on the main hospital starts in 2024. This will provide parking for workers who will build the new hospital itself. 

During its construction, the project stands to dramatically boost Ottawa’s bottom line. According to a new report by Deloitte, the project will inject nearly $2 billion into the local economy, contribute $1.24 billion to Ottawa’s labour income, and will independently create or sustain the employment of about 4,000 full time equivalent jobs each year.

“Infrastructure Ontario is privileged to be working on this project with The Ottawa Hospital and anticipates bringing this project to procurement in Summer 2022,” said Michael Lindsay, President and CEO of Infrastructure Ontario.

The work to replace the aging Civic Campus began in 2006. During the past 15 years, TOH’s team has worked closely with all three levels of government – a unique requirement of building a hospital in the National Capital Region – and has consulted extensively with health-care partners across the region, as well as staff members, patients, stakeholders, Indigenous communities, the local community and the general public at large.

Project timeline

The New Campus Development project is on schedule.

  • 2022: Start of construction for the on-site parking garage
  • 2022-2023: Design completed. RFP issued for hospital construction
  • 2024: Construction of the hospital begins
  • 2028: Grand opening of the hospital
