Position Information

The Director, Quality and Patient Safety will provide leadership and guidance in the effective delivery of services in alignment with the established mission, vision, values, and policies of TOH. This critical role is responsible for departmental oversight of the Quality and Patient Safety Team and overseas the strategic direction in the development, implementation, and evaluation of quality management systems for The Ottawa Hospital.  

The Director will act as a key liaison for internal/external stakeholders, will provide expertise and consultation to ensure engagement, compliance, and understanding of TOH’s strategic objectives and priorities. The incumbent will lead and support process changes to enable The Ottawa Hospitals to spread the capability and capacity for quality improvement across the hospital.

This position has the accountability for the design and maintenance of the Quality Management System at TOH, which includes the Just Culture System/framework, patient safety identification, policy and procedure document control, internal quality and patient safety audit program, coordination of hospital accreditation, quality improvement methods, and the annual Quality Improvement Plan.  

The Director, Quality and Patient Safety ensures that safety, learning, and accountability systems are used and applied consistent with a just culture, and that their leaders are closing the loop on inspections/audits, incidents, risk assessments and other staff and patient safety issues, to ensure continuous quality improvement.

What you will do

The Director, Quality and Patient Safety is accountability for the design and maintenance of our Quality Management System at The Ottawa Hospital (TOH). This includes the following key aspects: 

Cultural aspects (focus on quality and patient safety) 

  • Accountability for the implementation and maintenance of the Just Culture framework and philosophy at TOH  to maintain an ongoing focus on safety and continuous improvement 

Quality Assurance aspects (second line of defense efforts) 

  • Accountability for the implementation and maintenance of patient safety identification (risk event reporting, analysis and effective follow-up).
  • Accountability for the implementation and maintenance of the TOH Document Control (policy and procedure) management process.
  • Accountability for the implementation and maintenance of the TOH internal quality and patient safety audit program.
  • Accountability for coordination of the hospital Accreditation process.

Quality Improvement Methods

  • Accountable for developing, providing, educating and maintaining problem-solving methods and tools to staff and physicians for assessing and improving quality and patient safety across   TOH.

Strategic quality planning 

  • Accountable for leading the creation and submission of the annual Quality Improvement Plan. This position also has accountability for ensuring the implementation and maintenance of appropriate IS/IT systems to support TOH’s Quality Management Systems.

What you will bring

  • Master’s degree of Science in Healthcare Quality or Health Administration or Quality Improvement and Patient Safety or related field;
  • Professional certifications in quality and patient safety;
  • Minimum ten (10) years of quality and patient safety experience, preferably in a healthcare setting;
  • Minimum five (5) years of progressive leadership experience managing a team;
  • Experience leading process/quality improvement initiatives to drive organizational performance;
  • Experience supporting safe and high quality patient care through multidisciplinary quality improvement processes incorporating interdisciplinary standards of care, accreditation standards, and management of patient safety concerns.  , 
  • Ability to lead and motivate people to embrace the quality improvement philosophy 
  • Demonstrated knowledge, expertise and experience in diverse stakeholder engagement and  effectively leading change within a large and complex organization,;
  • Excellent interpersonal and communication skills required to effectively handle complex/sensitive issues;
  • Strong organizational and time-management skill and ability to provide direction to others in managing competing priorities and balancing multiple tasks with often unpredictable and short deadlines;
  • Demonstrated experience in  health quality and patient safety methods, approaches and tools;
  • Ability to create and sustain a culture of service excellence that consistently focuses on the needs of internal and external clients and patients;
  • Experience with process improvement methodologies.

You will stand out with

  • Proficiency in English and French oral expression (advanced level) and comprehension (advanced level);
  • Individuals with clinical healthcare experience in addition to the above qualifications will be strongly preferred.
