Project Manager, Capital (Temprorary Full-Time)

Salary Range
$52.117 to $63.406/hour
Position Information
The Capital Projects Office is established to oversee and understand the fundamentals of all areas of Construction and Project Management including contracting, design & construction, operations and management.
This position is temporary until approximately July 31, 2026, with a strong possibility of extension.
What you will do
As a member of the Capital Projects Office, the Capital Projects Manager is responsible for delivering multiple concurrent construction projects, from inception through to project close-out, ensuring that the project meets all safety protocols, the user’s functional requirements, the project schedule and project budget.
Reporting to the Senior Project Manager – Capital Projects, this role’s key responsibilities include implementing repeatable predefined strategies and procedures to effectively manage the user group consultation process; representing the hospital in project approvals to authorities at the municipal and provincial levels; performing administrative and financial management activities to ensure that the department’s activities meets with TOH business and legal requirements, as well as CSA standards; preparing project schedules, specifications, contracts, and negotiating revisions; managing contract changes and additions with approved architects, engineers, general contractors, vendors, and suppliers; performing cross functional duties as assigned and / or requested; performing other duties consistent with the job classification.
What you will bring
- Four (4) year undergraduate degree in architecture, engineering science, or an , B. Eng, C.E.T. or equivalent combination of academic and practical experience;
- Five (5) years of practical construction project management experience;
- Two (2) years of leadership experience ;
- Significant experience writing and or reviewing detailed project specifications and construction contract documents;
- Basic understanding of all construction disciplines, general construction practices, strategic and program planning processes;
- Significant experience writing and/or reviewing detailed project specifications and construction contract documents;

- Detailed knowledge of the Occupation Health & Safety Act; MOL Regulations, CSA Standards, Building Codes, Fire Codes and Engineering Standards;
- Computer literacy and sound knowledge of Windows based computer software, such as MS Office Suite (eg. Outlook, PowerPoint, Project).
You will stand out with
- Demonstrated experience in equipment and/or construction project commissioning;
- Project management designation (eg. PMP) and or Licensed Professional Engineer (P.Eng. with PEO) ;
- Construction experience in a Health Care environment.
Responsibilities
- Develops project management related materials, including project charter, work breakdown structures, key performance indicators (KPI¿s), milestone maps, status reports, and tracking systems to identify and investigate issues, etc,;
- Develops standardized documentation concerning the project and the scope of the project to be distributed to stakeholders/project team;
- Develops project strategies, frameworks, and provides strategic advice and recommendations to senior leadership and leadership team;
- Support direction setting on key projects and programs and ensures project deliverables are met on time, within budget, and within scope;
- Examines and reviews client requests for changes during project development and/or implementation;
- Recommends approach to problems arising during project implementation, develops and implements solutions and alternative approaches to ensure that projects are completed according to the established schedule and budget;
- Provides information and recommendations to internal and external stakeholders to inform them of project scope, objectives, communication strategies, the implementation plan, as well as to keep them informed of each project’s progress and changes;
- Acts as a liaison to various project teams and stakeholders ensuring that the lines of communication remain open and inclusive, including facilitating meetings and committees;
- Identifies communication needs of the project, develops necessary communication plans and Non-Union – Job Description (JD) products for target audience, internally and externally, including, Q&As, e-mails, communications, letters, briefing notes, and special initiatives;
- On-board and communicate with various stakeholders at all levels throughout the organization to ensure that the project has adequate buy in;
- Prepares reports, communications, presentations, and correspondence to support a wide range of business requirements;
- Conducts research on possible accommodation solutions, designs, and other for the implementation of the projects and reconfiguration of projects assigned;
- Conducts research to assist in evaluating best practice by sourcing and conducting benchmarking visits or conference calls with suitable organizations/vendors/advisors;
- Provides technical support to clients and produces data, spreadsheets, etc. that assist in clarifying the intent and requirements of specific projects or assists in reporting project status or project changes;
- Tracks trending data/information from various projects to ensure data validity and identification of data outliers;
- Conducts quality control of completed projects to assess design effectiveness, and to recommend improved business processes and practices;
- Conducts research of various aspects of the projects to be able to act in an advisory capacity to various project agents and participants;
- Monitors key milestones for progress during the project to ensure that the whole project is delivered on time;
- Coordinates and manages activities associates with assigned projects and provides support to other project coordinators/ project teams in the delivery of functional requirements;
- Provides leadership to committees and provides advice and guidance concerning project implementation and resolving issues/challenges that present or escalating them when required;
- Assigning tasks within the team, as well as follow-up on daily activities, etc.
- Clarifies teams/stakeholders¿ priorities, facilitates alignment of priorities, coaches/mentors team and clients/stakeholders;
- Provides regular feedback to team members (indirect reports) on their work and provides input to their direct managers on their performance.
